The keynote will examine how combining research, manufacturing, talent, energy and capital across these regions can create stronger semiconductor value chains and new pathways for international collaboration.

This session focuses on Bulgaria: its industrial proposition, national priorities and the practical conditions required to establish a stronger semiconductor and microelectronics presence.

Bulgaria’s Vision for Microelectronics
A high-level perspective on Bulgaria’s ambition for the sector, highlighting its manufacturing base, engineering talent, geographic position and potential to develop higher-value technology activities.

Panel Discussion
The discussion will focus on the domestic conditions required to turn national ambition into industrial capability.
Government, industry and ecosystem representatives will examine priorities including the regulatory and investment environment, infrastructure, skills, institutional coordination and the measures needed to enable new semiconductor projects in Bulgaria.

This session moves from the national to the European level, examining the policy frameworks, programmes and regional cooperation mechanisms shaping the next phase of semiconductor development in Europe.

From the European Chips Act towards Chips Act 2.0
A European perspective on the evolution of semiconductor policy and the priorities emerging for the next phase of the EU’s strategy.
The keynote will consider the relationship between research and innovation, commercialisation, scale-up and industrial deployment, and how the evolving framework can strengthen Europe’s technological resilience and competitiveness.

Panel Discussion
The discussion will examine how European initiatives can be activated at regional level.
Drawing on perspectives from government, industry and the innovation community, the panel will explore strategic programmes, cross-border cooperation and the role of Central and Eastern Europe and neighbouring markets in Europe's evolving semiconductor landscape.

This session shifts the Forum from strategy to delivery, presenting tangible projects currently being developed across the Green Semiconductor Corridor.

Rather than discussing the conditions for future development, the showcase will provide investors, technology companies and potential partners with direct insight into what is being built, the capabilities being created and where collaboration is sought.

Trakia Silicon Valley (TSV)
An integrated industrial and technology platform bringing together manufacturing, infrastructure, R&D, talent and capital to support high-value industrial development in Bulgaria.

Green Silicon Carbide Manufacturing (GSCM)
A flagship manufacturing project developing new silicon carbide power semiconductor capacity in Bulgaria, with opportunities for technology, supply-chain and strategic participation.

Scottish Advanced Packaging Innovation Centre (SAPIC)
An advanced packaging initiative extending the project pipeline across the Green Semiconductor Corridor and creating opportunities for collaboration in semiconductor packaging, integration and manufacturing.

The final thematic session turns the conversation to capital: how investors assess semiconductor opportunities, what determines investability and what is required to finance technology companies, manufacturing assets and emerging industrial platforms.

Investment Funds Targeting the Semiconductor Sector
A keynote perspective on semiconductor-focused capital, examining where investors see value across the semiconductor chain and how different forms of financing can support companies from technology development through commercialisation and scale-up.

Panel Discussion
The panel will examine what ultimately drives an investment decision.
Investors, financial institutions and industrial stakeholders will discuss risk, return, project maturity, access to finance, technology readiness and other factors influencing capital allocation.
The discussion will also consider how emerging semiconductor locations can demonstrate credibility and compete for international capital.

Following the formal programme, GSIF 2026 will bring together speakers, investors, industry leaders, government representatives and strategic partners for an exclusive networking reception.

In a more informal setting, participants will have the opportunity to continue discussions initiated throughout the day, connect directly with fellow delegates and build relationships beyond the conference sessions.
